Trouble with a "colt" coral

Looks like a green Kenya tree, same family. I have a regular Kenya tree right beside it doing beautifully. Moved to a different tank because I thought maybe my Foxface was attracted to the green and was picking at it. Still shriveled and small and NEVER opens, weeks now. Still alive but shrinking all the time.

Any advice before I trade it away?

Does anything come off if you blow at it with a baster? I would make sure it's in decent flow, maybe dip it if you have any coral revive or the like. Leathers do sometimes just melt though, my green toadstool did so recently and used to do great.

I moved it up closer to the PC lights and it opened a bit. We had a club meeting saturday and Jim the filter guy said they are very difficult to raise.
